Jersey Village, Texas

Jersey Village is a city located in west-central Harris County, Texas. It is part of the Houston-Sugar Land Baytown metropolitan area. The town has a population of 7,620 as of the 2010 census. The United States Census Bureau records show that the city is 3.5 square miles.

A home rules charter and a council-manager government oversee Jersey Village. The city manager is the CEO and leads a council consisting of the mayor and five selected members. The council is the legislative body and is expected to vote on government-related issues. The members of the council, as well as the mayor, are each entitled to a two-year term.

History

Mr. Clark W. Henry, who owned the F&M Dairy, was the original owner of the site where Jersey Village stands. He owned 1,236 acres on which he ran the dairy and reared Jersey dairy cattle. There was a time Henry’s dairy had one of the largest and best herds of Jersey cattle in the world.  Unfortunately, Henry developed some health complications and was not able to continue running the dairy. He shut it down and decided to give it up for development of a residential community.

Henry teamed with Leroy Kennedy to develop the residential community in 1954. Both men were members of the Garden Oaks Baptist Church. For starters, only five miles of streets were initially laid out with water, drainage, gas, sewage, and lights. After the construction of several houses along Jersey Drive, the first family moved in late in the year.

After that, a school, a park, and an 18-hole golf course were soon developed. The community held an election on July 6, 1956 to incorporate Jersey Village into a city. The town voted unanimously, and a volunteer police force was put in place.  Soon after, more elections were held in the newly incorporated city, and a mayor and five council members were elected.

By 1961, there were 493 residents in Jersey Village.  Mr. Leonard Rauch donated to the city a building to be used as city hall. The building was still in use as of 2008 and has housed the city’s fire department as well as the public works department. Jersey Village passed a bond issue in 1977 which led to the building of:

• An Expansion of the Fire Department.

The population rose to 966 residents in 1980, and then made a gigantic leap to 4,084 residents in just two years. City officials announced in August 1986 that the city had passed a home rule charter with a 3006-36 vote. That translated to more taxation and governing powers than when it was a general law city.

The population growth continued its upward trend increasing to 5,143 in 1988, declined in 1990 t0 4,938.

Education

Initially, the region’s children went to Cypress-Fairbanks for their education. The first school site was selected, and Jersey Village High School opened in 1972. The Cypress-Fairbanks Independent School district handles education matters in Jersey Village. The residential areas in the city are zoned into:

• Cook Middle School: It is located in unincorporated Harris County.
• Jersey Village High School: It is also located in Jersey Village.

The Lone Star College, which was formerly known as the North Harris Montgomery Community College, serves the Jersey Village community. Cypress-Fairbanks became part of the Community college district in 2000.
