The local farmers and the business community were pleased with the plan, and in 1961, the city leaders facilitated the incorporation of Seabrook.

Three years later, a bridge was commissioned and built to link up Kemah and Seabrook. Shortly afterward, the State highway 146, a four-lane road which made it easy to access Seabrook via Galveston Bay, was established. The town consequently experienced a growth spurt henceforth.
